I changed the NUM_LEDS from 9 to 8 and then execute again. The failure is now disappeared.

According to the Model Information for ERS-210, there are two LEDs, one is Blue and one is Orange, in the tail.
So my new guess is that only one LED can be initialized using OPENR::OpenPrimitive() at the same time.
